Macau’s Gaming Industry Aims for Economic Diversification

Macau Chief Executive, Ho Iat Seng, announced on Sunday that the gaming industry accounted for 36.2% of the SAR’s Gross Domestic Product (GDP) in 2023, meeting the government’s economic diversification targets. However, the government aims to ensure that the gross added value of the gaming industry does not exceed 40% in 2024, according to the economic diversification blueprint for 2024-2028.

“We hope to keep the share of the gaming industry at around 40%, with non-gaming activities making up 60%,” Ho stated during a press conference summarizing a visit by a top Beijing official. This strategic approach aligns with the government’s goal of reducing reliance on the gaming industry and promoting other sectors.

Between 2011 and 2013, gaming revenue reached its peak, accounting for 63% of Macau’s economic output. However, by 2019, the share of gaming revenue had decreased to 51%. Last year, after a three-year pandemic hiatus, Macau’s economy recovered to 80% of its 2019 output, with gaming revenue reaching MOP183 billion.

The government’s economic diversification plan emphasizes the “1+4” strategy, focusing on integrated tourism and leisure as the “1” and four emerging industries: traditional Chinese medicine (TCM) big health, modern financial services, high technology, and convention, exhibition, trade, culture, and sports.

To further bolster the city’s development, Macau will leverage its advantages, including the institutional advantage of the “One country, two systems” principle, sufficient development space, a highly internationalized business environment, a strong economic foundation, a unique blend of Chinese and Western cultural characteristics, and a traditional passion for patriotism and loyalty.

In line with these priorities, the MSAR Government will intensify efforts to attract international tourists, promote Macao’s cultural integration, and organize large-scale promotional activities. By doing so, Macau aims to continue its progress towards becoming an international metropolis and diversifying its economy away from heavy reliance on gaming.
